If you want a 2/3" Scarlet and 3k and lower data rates just do the following:

Shoot 3k (bigger than 2/3" but wait)
ISO up say to 1600, with the amazing sensitivity you can buy yourself a stop in-doors.
Stop Down and shoot.

The res will be the same as before
The data rate will be the same
The DOF will be basically the same
Put one decent zoom lens on there and you're really pretty close.

It obviously costs more but you do get a whole lot else for your money.

that's true only problem is as someone said you have to have a huge zoom to cover the large sensor no?

You lose significant max frame rate and the ability to use 16mm glass. The latter being far more of an issue. Not the same thing at all.

Also, you lose the ability to shoot in many low light situations.

Micro 4/3 has some options if you want to shoot in 3K. They should cover. They're less expensive and smaller. I'm not saying I have a bunch of answers. I haven't thought too much about it. My point is that no one said you have to shoot at 4K. If 3K was fine then it should still be fine. The camera is certainly more sensitive then it was when 3K for $3K was announced so there is a gain there as well which can be used to people's advantage. If you're gonna process with REDCINE-X then not covering 3K but having a slight crop built into your renders every time shouldn't make much difference either.
