Let's say I render some stuff at 60fps 1080p. If I import the video track into an authoring tool, and I create a Blu-Ray image ready for burning, is that disk going to be standards-compliant? In other words, does the Blu-Ray standard accept 1080p60 for video?

Different question:
Regardless of standards compliance, is that disk going to be played anyway by most BD players out there? (including the PS3)
Will HDMI accept 1080p60?
Are the HDTV screens (plasma, LCD, etc.) going to display such a video correctly?

NO. The format you want to use is not in the specs but it is coming in the future.
