To be clear it's not actually a 100 billion frame per second camera. It's really just stop motion animation using a clever trigger system.

It's definitely not a traditional 'video'... a more accurate analog (based on my understanding of the technique) would be to shoot the exact same scene thousands of times and capture one frame from each take (at intervals equal to the desired frame rate) to build up a video. The 'camera' is essentially a stills camera (obviously works a lot different... but generates a 2d image) that can capture extremely fast events (5ns shutter speed) with an extremely accurate delay... so in the video posted above, it looks like the laser is fired hundreds of times and each time it's fired, the 'camera' captures a still frame at a slightly different point in time.

The technique works really well for creating a video of things that can be repeated very precisely (laser pulses can be controlled so that each one is basically identical to every other one in the pulse train)
