strobe or jittering?

hello, I noticed that when shooting a pan without any moving object or person in the frame, the shot is jittering...! I'm not sure how does the strobe should look like? what is the different between normal strobe motion to a problem?
I tried to render the shot in redrushes to different resolutions, and all look the same. the motion is not smooth...also redcine and proxies look the same.

could it be 1:2 problem? if you will shooot 16:9, will it look different?
