I have an R3D file that won't copy off the hard drive its currently on. The quicktime proxies won't play all the way through. Lastly, the file will not import into FCP and will not log and transfer.

Has anyone dealt with a similar issue? If so, are there any solutions you've found?

I have seen this twice. In both cases the Red Drive was later declared dead. Follow Tom's advice and then contact Red to see if the drive needs to be replaced.
