Weapon Request:

Would it be possible to add some Red Only timecode or marker to the ProRez recorded metadata matching metadata in the Raw files?

If so, once lowrez footage has been edited, maybe a plugin from the main editing systems could generate a file that could be loaded into RedCine - sort of a custom EDL. This file would instruct RedCine to render out only the footage edited into the program in 6K (or desired resolution). Maybe an EDL can already do this? Thought it seems like it would take more than just pure time code to pull it off. Just thinking out loud.

Also, is the in camera slate ever going to be activated? :D

I love that idea! Especially if you can tie in the RCX looks or things like ADD!

Seems fairly simple to write a script that can preform that. I say that with absolutely no experience with coding so I could be way off :)

This is relatively straightforward to do in Resolve. For this, I think you need a full-blown editing program that understands proxies and R3D files and how to link to each.
