How to get a Moulin Rouge look with the Red

I was wondering if anyone has any thoughts on how to shoot something to look like a Moulin Rouge type feel, while also being shot on a green screen...any thoughts?

Also, a lot of the look of that movie is in the art direction and costume design (as is almost always the case with Baz Luhrmann's films) - so get a good art department on board!
