Am I reading that chart correctly when I see that the two 2/3" scarlets will be able to do 3K at 120Hz, while the FF35 can only do it at 60Hz (for triple the price)?

Yes. That is correct.

If the ONLY thing you are concerned about is overcranking, then yeah, that's one way to look at it. BTW, is the 2/3 Scarlet's 120fps something the camera can sustain, or is it burst? I haven't been following that camera's specs.

Jim originally said it was 120 FPS sustained, with 180 FPS burst. So, I'm guessing this is 120 FPS sustained as well. Don't know if the 180 FPS burst was lost in the DSMC reconfigure, though.
 
Scarlet is smaller and cheaper because there are less electronics, including compression engine boards, and lower data rates (less heat to deal with).

I'll try to post the chart of target frame rates in a day or two, but Scarlet does not have the flexibility of the RED ONE in terms of format options and frame rate versatility.
