Does Red Rushes create Quicktime files that are high enough quality for a final output? Or should I be using the Crimson workflow through Red Cine? Does Red Cine merely give me more options?

Is there a location where I can find information that describes the use for all the different software?

It depends on your final output and the codec you choose. Red Rushes creates very good quality in ProRes, if you go for HDTV or BluRay. IMHO, these are even good enough for a low-budget film project, if you do a good first-light in RedAlert to preserve quality in 10 bit and if you are not needing heavy VFX.
But if you need high-end film-out, there's nothing better than the Crimson route and DPX. Wouldn't matter if the DPXs are generated by RR or REDCine.
