I have a scratch on one of my older lenses, that may produce a dot on the image in certain circumstances. Is it possible to repair lens glass?

If it's just the coating that's scratched, the element can be polished and recoated. If the glass itself is scratched, then the element would need to be replaced if you wanted to fix it.

Could anyone recommend someone in Northern Europe, preferably in Germany or Scandinavia who I should contact for lens service? It's an old Zeiss Super Speed mk I or B-speed.

Try this guy: http://classic-fototechnik.de/
He should be able to judge the effort and may be able to help — Zeiss is sending him lenses for service regularly!
