I was testing my new 70-200 (handheld) at a skateboarding park yesterday and the IS mode was set to 1. I was panning and following skateboarders. When reviewing the footage some shots have real bad frame jumps. Out of nowhere the image will shift slightly to the right or left making it look like it is skipping a frame. I read that IS mode 2 is for panning shots (should have read the manual first..)

Is this normal or should I worry about the lens?

To clarify I was hand holding the camera.

You should keep in mind that, IF the manual states that an IS mode should be used for panning, it's referring to stills photography. Even OIS on fixed lens video cameras will jump with too-quick pans, handheld or not.

You are right that IS mode 2 is for stills where you are moving the camera to follow action. The IS system is designed for still work so it's a compromise for filming. Mode 2 will work better for handheld film work.
