during down moments such as crew breaks on set, is it best to cool the scarlet by keeping it on and the fan runing or turn it off and not draw any more power or run anything? this is all assuming a normal day of shooting, moderate temp and climate, aka normal.

Turning it of gets it cooler, but as long as you're not shooting in heat and batteries aren't a problem there is no need to that or take special care about cooling. Just leave the fan-setting at automatic. This will protect your camera from overheating. Even without that there are emergency overrides that turn up the fan or shutdown the camera when its getting hotter than it should.

I would shut it down during longer breaks anyway, it boots so fast, why leave it on? ;) Well maybe there are settings that can get lost, or the synchronization to other devices, you should check that before.
