I've got a dual 6-core 3.06GHz MacPro system with updated graphics card (ATI Radeon HD 5870) and 24GB of RAM. Will editing 3k/4k ProRes material in Premiere 6 be possible without a Rocket? I'll be working with a 1080 timeline.

If you are editing Pro Res, it wouldn't make a difference if you used a rocket or not, the RED rocket only works with native R3D files.
If you are talking about editing native r3d files in 4k and 3k, you should be fine to edit in 1/4 res or 1/2 res on your 1080P timeline. Your exports will not be as fast as they could be though without a RED rocket.
If you're editing 4K ProRes make sure your media can handle the bandwidth.
Gotcha, I learned a few things from that--thanks. Not trying to edit with r3d files, so it sounds like the Red Rocket wouldn't matter either way. I guess my true question was--will Premiere be able to effectively work with 3k/4k ProRes files on the system I have available? I have a number of clips that will need minor Warp Stabilization, so it would be nice to work with larger than 1080 stuff on my timeline. If that worked, it seems like it would make things more efficient and open creative possibilities with zooming/panning.
