Seemingly because they will have a lower access rate. Sufficient for scarlet but not for epic. So RED chose to produce a card to give to the budget conscious scarlet crowd.

So, they would be lower than half of 64gb - now they are $700 with 4 pack. half of that is: $350. Maybe $300 or lower? For the budget conscious scarlet crowd?

No. I'm saying that a single 64GB costs $950 and that a single 34GB would cost under $475 ;)
I would ASSUME that it would be under $400 and if I would have to pick I'd guess around $350 each (I would love, but wouldn't bet on lower than $300 for a single)

If there will also be 34GB 4 Pack that could even be less than that per piece. But since there isn't a 128GB 4 pack, not having a 34GB 4 pack seems like a valid possibility.

I would believe they would be cheaper - theses new 32gb SSD would be slower for the conscious Scarlet owner than their big brother 64gb because those are faster. So you can use them for both camera and probably for the next chip "Dragon". I assume, of course.
