So in absence of a RED C-Mount. Does anyone know of the flange distances jive enough that I can do a C-Mount to EF adapter, and bolt on some nice C Mount wides for use with my crop-factoring Scarlet at 2k or so?

The “flange focal distance” is 17.52mm (0.69 inches). This distance is measured from the lens mounting plane (i.e. the rear surface of the lens which butts up against the camera) to the focal plane (i.e. the plane of the film or sensor). The C-Mount standard also defines the thread length as being 3.8mm.
Maybe you would have more success if you designed a c-mount to replace the ef mount completely?
Most C-mount wide lenses for 16mm won't cover Scarlet, even at 3K. 2K may work if you can get the flange distance right, but your images will be quite soft.
On my other camera, a GH2 with a µFt sensor, a Kern Switar 10mm 1:1.6 is showing nearly a full circle instead of a rectangle…
