To me it looks like a combination of radial blur, shine, fast blur and masks with track mattes using existing footage (no greenscreen) in After Effects. The trick is the order things get layered...

Good question. We looked into longer lengths, but ended up going with standard 20 footers and they were barely long enough.

We have an Optitek mount and taped the iris adjustment. Anything we think will move from the vibrations of the car we taped off.
